Missouri Protection and Advocacy Services (Mo P&A) is designated by the Missouri Governor as the federally mandated system to protect the legal rights of persons with disabilities through legal-based advocacy. Mo P&A was established in 1977 to address public outcry in response to the abuse, neglect, and lack of programming in institutions for persons with disabilities.

On July 25, 2023, representatives from the United States Department of Health and Human Services, Substance Abuse and Mental Health Services (SAMHSA), Center for Mental Health Services (CMHS), will visit Missouri Protection and Advocacy Services for the State of Missouri in Jefferson City.

Programs
Missouri Protection and Advocacy Services provides advocacy and legal services under ten federally funded programs & contracts. Due to limited program funding, specific service priorities are established on an annual basis.

PADD
The Protection & Advocacy for Individuals with Intellectual and Developmental Disabilities program was established by the Developmental Disabilities Assistance and Bill of Rights (DD) Act of 1975.
The PADD program receives funding from the U.S. Department of Health & Human Services Administration for Community Living to protect and advocate for the rights of individuals with developmental disabilities under all applicable federal and state laws.

PAIMI
The Protection & Advocacy for Individuals with Mental Illness program was created in 1986 by the PAIMI Act.
The PAIMI program receives funding from the U.S. Department of Health & Human Services Center for Mental Health Services to protect and advocate for the rights of individuals with mental illness and investigate reports of abuse and neglect in facilities.

PAIR
The Protection & Advocacy of Individual Rights program was established by Congress under the Rehabilitation Act of 1993.
The PAIR program receives funding from the U.S. Department of Education Rehabilitation Services Administration to protect and advocate for the legal and human rights of all persons with disabilities.

CAP
The Client Assistance Program was established as a mandatory program by the 1984 Amendments to the Rehabilitation (Rehab) Act.
The CAP program receives funding from the U.S. Department of Education Rehabilitation Services Administration to ensure the protection of persons receiving or seeking services under the Rehab Act.

PABSS
The Ticket to Work and Work Incentives Improvement Act of 1999 authorized Social Security to award 57 Work Incentives Assistance Program grants to the designated Protection and Advocacy (P&A) systems.
The PABSS program is funded by the Social Security Administration (SSA), and helps people with disabilities who receive Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI) and have a disability-related employment issue.

PAVA
The Protection & Advocacy for Voter Accessibility program was created by the Help America Vote Act of 2002.
The PAVA program receives funding from the U.S. Department of Health & Human Services Administration for Community Living to ensure the full participation of individuals with disabilities in the voting process.

PAAT
The Protection & Advocacy for Assistive Technology program was created in 1994 after Congress expanded the Technology-Related Assistance for Individuals with Disabilities (Tech) Act.
The PAAT program receives funding from the U.S. Department of Health & Human Services Administration for Community Living to assist individuals with disabilities in accessing technology devices and assistive technology services.

PATBI
The Protection & Advocacy for Traumatic Brain Injury program was created by the Traumatic Brain Injury (TBI) Act as part of the Children's Health Act of 2000.
The PATBI program receives funding from the U.S. Department of Health & Human Services Administration for Community Living to assist survivors of traumatic brain injury and their families in accessing services and supports.

WIPA
The Ticket to Work and Work Incentives Improvement Act of 1999 authorized Social Security to award grants, contracts, or cooperative agreements to provide community-based Work Incentives expertise to beneficiaries of Social Security or Supplemental Security Income (SSI) benefits based on disability.
The Mo P&A WIPA program is 95% federally funded by the Social Security Administration.
